Mr. Naqvi received primary and secondary school education from Al-Farooq High School Hyderabad, Sindh. He was captain of school cricket team and and a member of debating club. After passing  Secondary School Certificate Examination Mr. Naqvi got admission in Government College  Hyderabad from where he did B.Sc in Chemistry. He completed M.Sc in Organic Chemistry from Sindh University and from the same university he did another masters  MLIS in Library and Information Science, B.Ed and LL.B.

In 1972 Mr. Naqvi joined Cadet College Petaro as a lecturer in chemistry department. Later on he went to Sindh University Model College as lecturer and head of chemistry department. In 1978 Mr. Naqvi proceeded to Nigeria to join College of Education Akwanga as lecturer of chemistry, there too he was made head of the department.

In 1985 Mr.Naqvi joined Aga Khan University, Karachi and worked for more than twenty years as a senior librarian and Manager Learning Resource Centre. During this period Mr.Naqvi presented posters read research papers at national and international conferences. He was invited as a visiting scholar to Karolinska Institute Library Stockholm for six months and Cambridge University Library England in 1997 and 1999.

Mr. Naqvi joined Ziauddin University as Chief Librarian in January 2007. He was elected President, Medical Library Association of Pakistan for 2010 and 2011.
